FTSP Requirements
All non-U.S. citizens must complete the TSA Flight Training Security Program (FTSP) process before beginning flight training.
- 1Enroll and Confirm Your Course
Contact AeroStar and confirm your training program and dates. You must be enrolled before applying to the FTSP.
- 2Create an FTSP Portal Account
Register at the TSA FTSP portal at fts.tsa.dhs.gov. Submit your biographic information, identity documents, passport, visa information, and current address.
- 3Complete Fingerprinting and Pay The Fee
Provide electronic fingerprints for the FBI criminal history records check and pay the TSA processing fee through Pay.gov.
- 4Receive Your Determination of Eligibility
TSA completes identity, immigration, and security checks. Once approved, your Determination of Eligibility is communicated to AeroStar through the FTSP portal. A valid determination can remain valid for up to 5 years.
- 5Begin Training
Training may only begin after AeroStar confirms your Determination of Eligibility in the FTSP portal.
*FTSP approvals must be received at least two weeks before your first day of class. Failure to have approval will result in a delay of simulator scheduling to the next available class and may result in penalty fees. AeroStar can assist with the FTSP process for individuals and large airline groups, and can contact your embassy to help expedite processing.
ICAO TO FAA Certificate Conversions
AeroStar offers training to help you convert your foreign pilot certificate to an FAA credential.
Two paths are available depending on your goals.
FAA License Verification
For pilots who want to rent aircraft and build flight hours in the United States using their foreign certificate as the basis for an FAA credential.
Issued under 14 CFR 61.75 or 61.77. Your Civil Aviation Authority must verify the validity and currency of your foreign license and medical certificate before you can apply.
Formal Conversion
For pilots who want to add additional FAA certificates or ratings to their credentials. This is a more comprehensive process that may include flight training and testing at AeroStar.
Applicable under 14 CFR 61.123(h) for Commercial certificates or 61.153(d)(3) for ATP certificates based on foreign license experience.
*To apply for FAA license validation through IACRA, visit iacra.faa.gov. The FSDO branch for AeroStar applications is the 142 Certificate Management Office (CMO) in Irving, Texas (AFG-800-142 CMO, SW-33).

Frequently Asked Questions
Do I need a visa to train at AeroStar?
It depends on the training. Primary flight training (PPL through CFI) requires an I-20 student visa (M-1 category). AeroStar is authorized by DHS to issue the I-20. For type rating and ATP CTP courses, visa requirements depend on your citizenship and immigration status. Contact AeroStar’s admissions team to determine what you need for your specific situation.
What is the FTSP and do I need it?
The Flight Training Security Program (FTSP) is a TSA requirement for all non-U.S. citizens seeking flight training in the United States. You must receive a Determination of Eligibility from the TSA before AeroStar can begin your training. The process involves submitting biographic information, fingerprints, and a processing fee through the FTSP portal at fts.tsa.dhs.gov. AeroStar assists with the process.
How long does the FTSP process take?
Processing times vary. Straightforward cases often complete within days to a few weeks, but delays can occur if TSA requires additional information or if background checks return issues. Plan ahead. AeroStar requires FTSP approval at least two weeks before your first day of class. TSA recommends submitting your application at least 30 days before your training start date.
Can AeroStar help with my embassy application?
Yes. For large groups, AeroStar can contact your embassy directly to prepare them for your visa application and help expedite processing. For individual students, AeroStar provides the enrollment documentation and I-20 you need for your embassy appointment.
Do I need TSA clearance for ATP CTP?
No. As of July 30, 2024, under the final rule of 49 CFR Part 1552, TSA notification and clearance is not required for non-U.S. citizens to complete the ATP CTP course. This applies specifically to ATP CTP. Other training programs still require FTSP clearance.
Can I convert my ICAO license to an FAA certificate?
Yes. AeroStar offers both FAA license verification (for renting aircraft and building hours) and formal certificate conversions (for adding FAA certificates and ratings). The right path depends on your existing credentials and what you want to accomplish. Contact AeroStar for a customized conversion plan.
How long does the FAA license verification take?
The FAA’s Airmen Certification Branch (AFS-760) must have your Civil Aviation Authority verify the validity and currency of your foreign license and medical certificate. This processing takes approximately 45 to 90 days. Plan accordingly and start the process well before you intend to begin training.
Does AeroStar offer DGCA programs?
Yes. AeroStar offers A320 and B737 programs for pilots seeking DGCA (India) license endorsement. Upon completion, all required documentation is sent directly to the Directorate of Training and Licensing DGCA by AeroStar. Contact admissions for pricing and eligibility details.
Can I start the process from outside the United States?
Yes. You can begin the enrollment process, FTSP application, distance learning, and document submission from anywhere in the world before traveling to AeroStar’s campus. Many international students complete their CPAT home study and FTSP clearance before arriving in Florida so they can begin training immediately upon arrival.
What payment methods does AeroStar accept?
AeroStar accepts credit card, money order, cashier’s check, and wire transfer. Tuition installment plans are available. Full tuition must be paid prior to scheduling simulator sessions. Cash and personal checks are not accepted.
